I felt and looked like I was retaining more water when I weighed 221 yesterday, my feet even had nonpitting edema. Although I ate in maintenance range yesterday with 1560 Kcals, I also swam / tread water for over a half hour with the kids. I think eating less salty or processed food, and daily exercise or activity, will help keep the water weight down.
